Returns one owner response by its ID, in any moderation status. Any verified owner of the Location can read it, whichever owner wrote it.

A 404 does not tell you whether the response exists. The API returns it for an unknown ID, a member who is not a verified owner, and a Location you are not licensed to access. A review on a different Location, or a response on a different review, returns 400.

Poll a single owner response no more than once a minute. Stop once status is PUBLISHED or REMOVED. If it is still PENDING_MODERATION after 24 hours, stop polling. On 429, back off exponentially.
