Reports an existing review as inappropriate.

The report goes to moderation. This endpoint returns without waiting for the outcome. Reporting the same review twice files two reports.

404 means you are not licensed to access the Location. If the review does not belong to the Location, does not exist, or cannot be reported, the call returns 400 Bad Request and detail says why.

The ID of the Location the owner believes the review belongs to. The API reads it only when
the reason is WRONG_LOCATION and ignores it otherwise.
